The program provides training for leaders in the field of culture in the municipal space, and is a partnership with the Ministry of Culture and Sports.
Its goal is to enhance cultural supply and range, strengthen local creativity, and increase accessibility to culture in Israel’s geographic and social periphery.
Vision
Establishing institutional infrastructure for the field of culture in municipalities in Israel’s geographic periphery by training human capital for managing a local authority’s cultural affairs.
A unique, eight-month training program in different locations across the country. Participants undergo rigorous, high-level, and comprehensive training which consists of 14 training days once a week (on average), four two-day seminars, and a study tour abroad.
Training consists of theoretical studies alongside practical experiences, personal mentoring over time, and the building of a network of peers from the local cultural space. It includes tours and field learning in different spaces, a deep dive into tools and skills for change-making, learning from lecturers and senior figures in the cultural field and local government, and peer learning with co-participants from diverse fields of action.

A significant peer network and work with the ecosystem
A diverse peer network that enriches the knowledge transfer and collaboration between the municipalities, alongside meetings with senior partners from the local ecosystem.
Accompanying change management processes on the participants agenda
As part of the training, a systemic challenge on participants’ agenda will be identified, investigated, and an effective solution will be planned. In addition, participants will take part in a project accelerator and in investment committee meetings.
