About the Cadet Programs

Cadets for Local Government

The EdR Partnerships’ Cadets for Local Government programs are unique programs that strive to improve Israel’s local government by training outstanding public servants for the local government.

The programs are designed for motivated and talented young individuals, who seek to incorporate academic excellence and social commitment to improve the quality of the local government in Israel’s socio-geographic periphery. The ultimate goal is to bridge the social and economic disparities between the periphery and the urban centers, and between various segments of society.

The programs operate jointly with the Ministries of the Interior, Education, and Welfare and Social Affairs.

Our Programs

  • Rothschild Cadets for Local Government: Includes a master’s degree in public policy at the University of Haifa
  • Rothschild Cadets for Strategy and Urban Planning: Includes a master’s degree in urban planning at the Technion–Israel Institute of Technology
  • Rothschild Cadets for Informal Education: Includes a master’s degree in educational leadership and policy at the University of Haifa
  • Rothschild Cadets for Welfare — including early placement in welfare departments and enrollment in a master’s degree program at a university based on the participant’s preference.

How We Operate

The cadet programs are implemented as part of the government resolution that created Atudot L’Israel (“Reserves for Israel”), a strategic project to support the state’s thriving by bettering its public sector, which encompasses more than one million employees. It aims to accomplish this by building a cadre of civil servants who represent the full variety and diversity of Israel’s communities, and who collaborate with professionalism, uphold shared values, demonstrate national responsibility, prioritize citizen well-being, work for the common good, and engage in long-term planning.

The Edmond de Rothschild Partnerships’ cadet programs are a collaboration between government ministries, the Center for Local Government, the Regional Councils Center, academic institutions, Mifal Hapayis (the Israel lottery), philanthropic foundations, and the Edmond de Rothschild Partnerships, which have recognized the need for improving human capital in local authorities, with emphasis on peripheral communities.

The training program includes enrichment workshops, meetings with key officers in the local government and public sector, seminars, an international study trip, practical experience in the local government, and master’s degree studies.
